All You Need to Know about MIPS

The Merit-based Incentive Program (MIPS) is in full swing. Medicare's Quality Payment Program (QPP), covering MIPS reporting data to Medicare, is now in its 3rd year. MACRA’s 2019 final rules were released on November 1, 2018. Are you on track to avoid the negative payment adjustments (up to 7%) that can be assessed in 2021 for not having enough quality reporting in 2019?

Join Maxine Collins as she reviews the fundamental components of MIPS and highlights key changes to this value-based care program. 2015 CEHRT is now mandatory for reporting EHR measures. MIPS reporting has expanded to include more eligible clinician (EC) types with increased penalties for those who are not exempt and who choose to either not report, or who fail to meet the new minimum threshold. If you are not exempt from reporting, the 2019 threshold has doubled, meaning eligible clinicians and groups need at least 30 MIPS points (up from 15 in 2018). To obtain an exceptional performance bonus, 75 MIPS points would need to be earned (up from 70 in 2018).

The Advancing Care Information category has been replaced by the Promoting Interoperability category, designed to foster meaningful data exchange and access among providers, health organizations and patients. Measures in this category fall under one of four objectives: e-Prescribing, Health Information Exchange, Provider to Patient Exchange, and Public Health and Clinical Data Exchange and ECs must report certain measures from each objective.

Certain data on providers’ participation in the QPP is already available to the public on CMS’ Physician Compare website and 2017 data is now public as well. There is a two-year lag between when data is collected and when it is displayed on Physician Compare, so MIPS 2019 performance will not be visible until 2021. To help providers put their best foot forward, CMS has stated that new Quality and Cost measures will not be publicly reported for the first two years they are used. For MIPS Promoting Interoperability, clinicians and groups that do well will get a “successful” stamp on their profiles.

Maxine has more than 30 years of experience in medical practice management, adult education, and general business. She is the former administrator for a multi-specialty clinic, and has taught numerous practice management, accounting and business communications courses at various levels at Midwestern State University in Texas.
